A bait and switch on water rates

Why is it necessary for the City Council to implement a water rate schedule that is convoluted, obscure and, basically, a “bait and switch”? Or is it a method to garner more revenues and blame the water users themselves for the manner in which they use the water?

There are consequences to any action. Why is anyone surprised that there is opposition to the proposed system with the result that it has become a ballot issue?

Bob Dunning did an excellent job of explaining the proposed water rates system and the future consequences. The outcome will be the inability of many residents to pay the water bill. Davis is already becoming unaffordable for so many people. Why is the straightforward system that Woodland and most other cities use not applicable to Davis? A gallon of water in December is the same as a gallon of water in May.
