Better water at minimal cost

Here is a very simple, inexpensive solution for complying with Proposition 218: Require every household and business to have a water softener. I did a quick back-of-the-envelope calculation and came up with a cost of not more than $10 million up front with a yearly ongoing cost of an additional $1 million.

The cost to the homeowners without water softeners now would be far less than what the city is proposing and the cost to homeowners with water softeners already would be $0. Also, the city would not have to take on the expense of a huge new project.
