Conundrum with homeless

As a kneejerk liberal, I try to be empathetic to the challenges the homeless face. But I am torn when encountering human feces on the doorstep of my small business. Who should take responsibility for giving the homeless a place to relieve themselves? Perhaps the city could place and maintain a port-a-potty in this neighborhood (Olive Drive).

I realize that risks making Davis “homeless-friendly” and could create its own set of problems, but when faced with cleaning this up, which is the better option?
