		<description><![CDATA[The are several good reasons to rebid, especially for a non-DBOM BID.  A non-DBOM allows you to parse out a project and retain a much higher degree of control of outcomes OVER THE ENTIRE PROJECT LIFE.  Transparency becomes a bonus. 
       In-house project development and management allows you to use vested assets ( your professional staff from both cities.). The argument that it saves money wIth a DBOM needs to be questioned.  First, with DBO, you are funding a company&#039;s profits AND operations costs with bond financing.  The financing method that keeps on giving (to them.)  Why not keep those profits and invest them in Davis.
     We are at a perfect juncture to rethink the way this project gets on the ground]]></description>

Half are hoping they&#039;ll be able to make fortunes through development and the other half has already expressed their intention to jump ship before it sinks.    Now they want to raise the cost of garbage pick up.  Where does that money go - to the City or to the owners of the garbage service?   We&#039;re really sick and tired of funding the City Elite&#039;s personal ambitions.]]></description>
