Make the sun work for us

My house has a flat roof perfect for a lot of solar panels. However, because my monthly bill is consistently very low I cannot find a plan that would make financial sense.

If we establish a Davis Utilities District, imagine if we instituted a plan to put solar panels on every inch of suitable roof space on every home and business in Davis. It would be a big investment but the return would be huge. We could turn the city into a big solar farm!

We would produce the most energy just when the demand is at a peak, when the weather is hot and sunny. It also would reduce our demand because every roof would be shaded. Eventually, we would all have free electricity. Then if we all had plug-in cars …

OK, not so good for the gas stations! I think this would make Davis unique and would provide an example that many other cities would follow. Why has this not been done before?
