In the DSS complaint, which you can read here (http://www.news10.net/assetpool/documents/130613062022_Families%20First%20Accusation.pdf), there are a long list of unprofessional actions by the FF staff listed. Also, FF had a written policy (copied in the DSS complaint) to deal with residents leaving without permission (AWOL). However, it is clear that FF never enforced or abided by its policies. And that lack of professionalism led to the many calls for police service and some very serious crimes, including rapes and non-sexual assaults on children.
