The letter by Rita Montes Martin (Jan. 11) regarding gun control really hits the target (pardon the expression)! She makes the common-sense suggestion that each state require registration of each gun, and licensure of its qualified owner, with required fees and insurance just as with car ownership. Periodic renewals and updates, too.
My own letters to other publications had the same spirit but began from the “well-regulated militia” phrase that recent Supreme Court decisions have ignored. This focus misled me toward assigning such oversight to each state’s “militia” — i.e., National Guard — but in today’s world that’s not realistic.
Martin’s suggestion of assigning this big task to a “law enforcement department” (at state level) makes eminent practical sense and, I believe, fulfills the purpose of the “well-regulated” militia context of Amendment II.
So I “second” her suggestion to Vice President Biden’s committee.
