I support the water project and understand the need for long-term sustainability. I will vote no, however, because of the fee proposal. It is unfair and punishes me as a water user.
Last month I used 3 ccf. Under the present fee proposal, I will pay $59 per ccf (that is not a typo). My neighbor, who used 24 ccf last month, will pay $5.12 per ccf. We both use the same amount of water annually but my cost will be 50 percent higher. This is unfair.
The rate structure is set up to punish me for my summer usage even though, according to the city, I will be using mostly groundwater during this period, not the costly water being brought from the Sacramento River.
My other concern with this punishing rate structure is that added on to the school assessments, the library bonds, the park fees, public safety fees, municipal service fees, garbage, sewer, stormwater fees, and others, my monthly payment for these is approaching a breaking point. It may not be affordable for those of us on a fixed income to live in Davis. Davis may truly become a town for the elite and well-to-do.
If the city decides to use a rate structure like other utilities (gas, electric), I will support the water plan.
