Suspect is a danger to community

I have clipped the photo of Clayton Daniel Garzon and I intend to carry it with me, so if I see someone who looks like him, I can identify him, and then give him a very wide berth.

Let me see if I got this straight. (I reread the article several times because I was incredulous.) He is charged with a violent attack, committed while waiting to face charges on an earlier violent attack in Dixon. And yet he was released on bail again? Not remanded? Seriously? Not even house arrest?

If this troubled youth is not a danger to the community, then I am a blue-bottomed baboon. What am I missing?
