Sweat equity would make it fair

I read in the sports page an article about the girls softball diamond. The part of the article about Title IX leaves me a little confused.

As I understand it, Title IX is supposed to bring equality to sports for boys and girls. If this is true, then there seems to be some inequities between the baseball field and the softball field.

The softball field improvements are being done by the school district (our taxes) and the baseball field was made possible through donations and years of sweat. To be equal, the softball field also should be improved by donations and sweat. Fair is fair.
