If many other Davis neighborhoods copied the plan of Village Homes--a prospect which seems unlikely--it might be the case that extra costs would be borne by other ratepayers. Yet, that would not entirely be a bad outcome. It would mean that water used for irrigation would be of a lower quality from wells, leaving more, much higher quality water for household uses. It would also mean that, in a dry summer when less water is available from the Sacramento River, Davis would not need as much river water, because supposedly these opt-out neighborhoods would all be irrigating with well water.]]></description>
