W. Sac-Davis deal doesn’t work

On several occasions, the cities of Davis and West Sacramento considered the possibility of linking our water systems under an intuitive presumption that such an arrangement could be mutually beneficial. Our two cities thoroughly examined the “West Sacramento option” and several possible variations.

But after extensive analysis of the fiscal and regulatory issues, it was determined not to be cost-effective for either of our communities, compared to the Woodland-Davis partnership.
