A thoughtful take on this complex issue.  Sorry I couldn&#039;t have joined your recent forum on this issue.

It occurs to me that an equally important aspect to this discussion is a clear public understanding and accurate profile of who is currently using our existing water resources, how their fair share costs of such infrastructure are being appropriately allocated, and how the various classes of users are assigned their responsibilities for appropriate conservation measures and for appropriate remediation and treatment of their respective effluent discharges.

Until that critically important piece of the puzzle can be put forward as essential and available background for public review and comment, it seems unlikely that the general public will be eager to simply throw more money to our legislators.

Hopefully such an approach to insuring an informed and engaged California electorate is a primary goal of California Forward.]]></description>
