		<description><![CDATA[I do not for a minute blame individual teachers for the fundamental problem.  Clearly, a K12 school or a school district needs an institutional directive and institutional support in order to systematically post homework on the web.  Even when teachers do show individual initiative, the results are a morass of inconsistent web presentations.  So the current situation, in which the district is 20 years behind the times in the way that it assigns homework, is an institutional failure.]]></description>
