Bike licenses available at Chávez swap

California bicycle licenses will be available from 9 a.m. to 3 p.m. Sunday, April 6, at the César Chávez bike swap, 1221 Anderson Road.

When a bike is registered, its complete description — including serial and license numbers — is entered into a system of bike identification and recovery. If a bike is stolen, individuals may readily get the information needed to file a theft report. Law enforcement officers across the state access this list to identify and recover stolen property.

A new license costs $10 and renewals are $5. No proof of ownership is required, and at this event, only cash or checks are acceptable for payment. Licenses sold at the event are valid through Dec. 31, 2016.

Bicycle licenses also may be purchased on the UC Davis campus between 8 a.m. and 4 p.m. Mondays through Fridays at Transportation and Parking Services or at B&L Bike Shop, Ken’s Bike-Ski-Board and the Green Bicycle Depot during their regular hours. All bicycles operated on the UCD campus must have a current California bicycle registration.

    Okay, UCD is neither a city nor a county. Also, the state law permitting cities and counties to require registration of bikes only applies to residents of that jurisdiction; people who live off-campus are not in the same jurisdiction as the campus since it is state property. So how does the UCD get away with a policy that is in violation of state law? 39002. (a) A city or county, which adopts a bicycle licensing ordinance or resolution, may provide in the ordinance or resolution that no resident shall operate any bicycle, as specified in the ordinance, on any street, road, highway, or other public property within the jurisdiction of the city or county, as the case may be, unless the bicycle is licensed in accordance with this division.

    See CVC 21113(g). FYI: the University is in the county. Your question about the right of UC Davis to require bike registration of all bikes operated on its property is answered in the CVC section. You're not the first to challenge it based on your understanding of CVC 39000. However, even the DMV acknowledges our right to do so under CVC 21113. FWIW, several other UC campuses also require bike registration in the same manner UC Davis does.
