		<description><![CDATA[This new industrial site is being placed on Class 1 soil and in an area that is farmed. Industrial belongs in the area already zoned for this use like where the warehouses already are. There is more then enough land in areas designed and zoned for this type of use.

Clark Pacific already owns property in the City of Woodland the other lime ponds that is in the industrial area with roads, infrastructure etc... They just want to develop and sell of ag land for a huge profit.

Industrial brings heavy truck traffic, offsite emissions , noise, light etc...

This expansion to industrial is deleterious to the neighboring organic farm operation, nursing home, horse ranch on the National Register of Historic Places and future of farming this area.  

The property values sky rocket for Industrial.

Behind this expansion is Kent Calfee an  attorney from Davis that owned and sold the former Spreckles Sugar / Holly Sugar property to Don and Bob Clark, Danny Ramos of Ramos Oil, Clark Pacific.  What the siuation boils down to is these people are trashing Yolo County lands and environment for money.

Those that have been in opposition to the project are attacked or spooked until they are silenced by the County of Yolo.

I am one of the people the County of Yolo has gone after to silence - I contested the 40 acre zoning change from A-1 to M-2, I had the county come after the permits I had to board horses making me do things NO OTHER horse ranch in this county has had or should have to do. Such as putting in a 60,000 gallon tank for fire suppression (100K) the county planning and public works wanted us to put in  sidewalks between all arenas spread across 20 acres, replace all glass with shatter proof glass, re structuring a barn built in 2004 to 2007 seismic code, re engineering etc... We had permitted our barn through their department for our use which was boarding and events and heard before the Yolo County Planning Comission in 2004, and built our barns with permits just like the other barns in this county when we built in 2004.

What we asked for was an EIR  by Clark PAcific to change the zoning on the adjacent land- you would think a zoning change of significance like this of this size where Clark Pacific can sand blast large building&#039;s outside without containment due to a flaw in the CA air code to allow for work on sky scrapers - would have an EIR. Something the Planning Department, State or even County Supervisors could do to mitigate or protect the farmers, Swainson Hawks, people living in this area. Clark Pacific was a major campaign contributor to Mike Mc Gowen, Mariko Yamanda, Matt Rexroad and had Helen Thompson in their back pocket. Nothing to protect the lands, the heavy industrial conversion of our ag land  was rubber stamped. 

I was told at that time by a county supervisor the county would come after us if I protested or spoke out about the Clark expansion of Industrial in this area. I did protest and the county did come after us.

Right after the zoning change I opposed, Kent Calfee and Marelen Botter from Willow Creek Horse Park in Davis owned by Dan Dowling went before the board of Supervisors and were on camera filing a complaint for permit violations . Helen Thompson on camera told County Counsel to go after us to the fullest extent.  Ironically we learned from David Morrison -  Marlene had not gotten the permits we had; even a business license for her horse facility off HWY 113 - Creekside.

We had to  survive a 2 year attack on our business and ranch by the County Planning department headed up according to David Morrison by the County Supervisors he had to answer.  Lonell Butler worked for him at the Yolo County Planning and Public Works Department made us do crazy expensive things and re- do them to standards that were un imaginable like certifying every bolt and tightness in our indoor arena by an engineer, X-raying every weld, digging up footings (that they planning dept had already inspected and signed off on as they &quot;lost the paperwork&quot; even after we produced photos of the inspector inspecting these when we built the building). Then the Yolo County Health department started up... What they made us do was crazy and no other has had to do these things. The Planning and Public Works department even sent us a 15 day letter to remove all horses we did not own from our property. Mind you - I am one of the only barns in this county that got the stupid Conditional Use Permit, had a business license and was complying with their requirements and we had permitted our barns before any of this started. How ever, we did what they made us do.

When it looked like we would survive all this being done  to us from within the COunty   - according to the then Fire Chief Ross Cole, Lonell Butler and David Morrisoin went over and met with him and we were then required to put in a 60,0000 gallon fire tank for fire suppression. This after we had gotten our CUP and had the buildings on the plan that were signed off by the fire chief and were not required to in 2004 when we got our use permit. 

Then Joel Butler, the tax assessor&#039;s office told us that they received a call from Lonell Butler of the Yolo County Planning department to look into us for County Taxes. Assessing our barn value on Marlenes barn and the barn UC Davis built-  commercial is not protected under Prop 13. So  the county comes out and raises our property value originally- not based upon what we paid mind you ( Our barn was built on out of recycled materials etc... and we had receipts and were paying on a value that was greater then it cost to actually build) - First the assessors office tried to raise our values  500K then 800K above what we were already paying on  for the land and structures and then they tried to  back 4 years and collect a raised difference for back taxes based on their new values. The bill was about 95K above what we already had paid. We field the appeal. The county is doing this to other people mainly farmers not to the extreme we were held to though - and if you do not have the money to pay for this up front, your property will go into immediate tax default. We paid and waited , they have 2 years they can put out hearing an appeal on and of course we won and then got  a refund, but we had to come up with and the County held our money during this time.

At the same time all of this was going on, flashy 4 color glossy flyers were being mailed out to the Woodland area residents 1st class mail about Clark Pacific and their unions, how we were affecting their employees etc... The referenced the website attacking us and private documents from within the County.  We were receiving death threats of things they would do to us  if we did not drop our CEQA lawsuit. I have many of these recorded and  we  reported them to Ed Prieto the Sheriff along with the other &quot;things&quot; that were being done to us.  We had detectives that supposedly the people that Clark Pacific / Matt Rexroad were involved with had hired such and including  as AJ Fardella who owns Black Diamond Investigations in the Bay area and is a politician to harass us , our employees and boarders.  We had these people on video and audio recordings . The sheriff&#039;s office did squat.

There was a website built called the Historic Nelson Ranch Blog - and they bought the domain name historicnelsonranchscandal.com and  historicnelsonranch.ORG by KPA Strategies in Sacramento and a few other domain names. We were able to get the records on this and the firm that registered the domain names owns a political marketing firm in Sac and their firm works with Matt Rexroads political marketing firm Meridian Pacific -  and they were one of the first contributors to Matt Rexroad&#039;s Supervisor campaign along with Clark Pacific and a few others that were are suspected to be involved. The website was used to stalk us, our family and friends  - they posted my banking documents, social security numbers of myself and my husband photographs and false information about Wayne and others. 


Our ranch manager, my husband and another person were shot at a week or so after one I got another death threat. The shots in the middle of the day on a Sunday. 3 men with a rifle were pointing  and aiming right at them from the back fence line at Clark Pacific and shooting, they described the bullets as whizzing just over their cowboy hats. As luck would have it, my husband was able to catch the 3 men who got their truck stuck in the mud trying to escape. The deputy that responded told us that the men were illegals from Mexico, had drugs on them and a high powered fire arm. The website had posted a time watch with &quot;Tick Tock, Tick Tock Brenda time is running Out&quot; just prior to this.

The men were taken in to custody. We waited to hear who they worked for, etc... While we were able to find this out later.  We went back and the sheriff had let them go.

We hired Matt Gonzalez of Gonzalez Leigh of San Francisco to meet with the Sheriff&#039;s office to find out why we were not being equally protected and they said they had let the men go because they were shooting at ground squirrels (yeah right!) , then when pressed the Yolo County  Sheriff&#039;s office said they could not find these guys as the men fled to Mexico .

The following year I was out of state and I got a call from our ranch manager, I did not know that this would be the last time I would speak to Wayne. We were getting ready to file that week to stop the lime and substances Clark Pacific / Spence Trucking wanted to bring in and store next to our ranch and mix.  Wayne called and asked me to call the attorneys and have the people next door stop harassing him and I did call the attorneys. He wrote in his journal about this and  was referring to Clark Pacific and he blamed  Matt Rexroad.   A person on the ranch heard 3 shots that afternoon coming or going from Clark Pacific&#039;s property. The sheriff&#039;s office and the Blog said his death was a murder, then 4 days later switched to a suicide. The County Coroner was let go 3 months later for doctoring reports. Anyone that followed this knows Wayne had a hammer in his hand and no gun was found. The bullet was a big game type bullet, the same type they were shot at with previously.  We did win the lawsuit , but at what cost.

 In fact the blog website posted about Waynes death - murder before this was released by the Sheriff&#039;s department. Wayne did not deserve this, he was mildly autistic and when we first found him he was a homeless veteran living on a pallet rack in Woodland. He became part of our family and ran our community garden for adults with developmental disabilities. He guarded our ranch with his life.   The Scandal website went down a week after his death.

Also during this time a law firm Baird Holm  firm started sending letters to the  County by attorney David Levy to pull our permits to board horses . This head of this firm used our County Supervisor Matt Rexroad&#039;s Meridian Pacific Company Branch in Nebraska when he ran for Senate in Nebraska. This guy flew to California and challenged our use permits with the Planning Dept etc... 

Clark Pacific has some big contract to build the 49er stadium, and Apple building etc...  

They basically build entire buildings next door so to take off the impact of this type of construction from cities. 

They should be doing this on land they have already destroyed that is zoned for Industrial. They own land in West Sac where they have a cement plant and factory. 

Bottom line is that the County Supervisors will rubber stamp this. This is harmful to the environment and not the right place to expand. A bunch of people will make a lot of money and the politicians will be paid off by Clark Pacific and their subsidiaries, but that does not make it right. 

They will not scare me or harass me into not speaking out about this. There is nothing any of the little guys can do  to prevent the evil that lies ahead.

Nothing will be done to protect the neighbors , farming, or habitat.

I applaud Pam Nieberg, Don Mooney, Hansu Kim and others that have stood up and spoken out.

My opinion is that these are not good people or a good company and that anyone or any business that supports Clark Pacific or this expansion of the land to Industrial is supporting and condoning actions, bullying and these attacks.]]></description>
