The Davis City Council will hold its first budget workshop of the 2011-12 fiscal year on Tuesday. The meeting will begin at 6:30 p.m. in Community Chambers, City Hall, 23 Russell Blvd.
Interim City Manager Paul Navazio is proposing $918,000 in spending cuts to balance the budget.
Additional reductions of $485,000 are in the budget proposal for funding priority unmet needs, including street and facilities maintenance. The city also may need to pare another $1.4 million from the budget after it is adopted if the state eliminates redevelopment agencies.
The council must adopt a budget before the start of the fiscal year on July 1.
The proposed budget cuts include closing Community Pool on East 14th Street and eliminating six full-time-equivalent positions, including one firefighter and one police officer, which will result in layoffs or work-hour reductions.
Navazio said the pool closure may not be permanent, but Davis probably will not be able to support four public pools in the long run. The city’s other pools — Arroyo Pool, Manor Pool and Civic Center Pool — are more frequently used and in better condition than Community Pool.
The budget proposal also meets the city’s 15 percent general fund reserve policy. The reserve acts as an emergency savings account.
Additionally, Navazio said he is looking at structural changes to ensure long-term sustainability.
The city began making budget cuts in 2008-09 and so far had avoided dramatic impacts on its employees and public services. After slashing about $6 million over the past three years, the latest reductions will cut closer to vital city services, Navazio said.
